Regarding the Establishment of the v.icu Global Health Addressing (GHA) System

The undersigned parties acknowledge and agree to the following foundational framework for the v.icu Global Health Addressing (GHA) System.
Article I: Sovereign Status & Non-Commercial Nature
1.1 Digital Territory Classification.
"v.icu" shall be classified strictly as Digital Public Infrastructure (DPI) and a Global Digital Commons. It is hereby declared a sovereign naming space, distinct from commercial domain assets tied to transient corporate valuations (e.g., WeDoctor, Ping An Good Doctor, or Ali Health).
1.2 Irrevocable Non-Sale Clause.
The Holder (hereinafter referred to as the "Trustee") covenants that the root domain
"v.icu" is not for sale at any price. Its value derives from systemic stability and perpetual availability, not market speculation. Any attempt to assign a commercial valuation based on traditional domain sales (e.g., AI.com) is expressly null and void in this context.
1.3 Independence from Micro-Entities.
The operational status, financial distress, or bankruptcy of any single corporate entity (specifically citing Hangzhou WeDoctor / Guahao) shall have zero legal bearing on the ownership, control, or operational integrity of the
"v.icu" root zone. WeDoctor is acknowledged merely as an Early Node Operator, not a stakeholder in the root.
Article II: Governance & Control
2.1 The v.icu Foundation.
Oversight of the GHA System shall reside exclusively with the v.icu Foundation (incorporated in Zug, Switzerland / Singapore). The Foundation operates independently of shareholder interests, adhering to a Multi-Stakeholder Governance Model comprising Technical, Clinical, and Sovereign Committees.
2.2 Dual-Star Architecture Integration.
The GHA System recognizes
